SAP and NTT announced on October 28 their intention to cooperate on SAP Sovereign Cloud and SAP Business AI, starting with sovereign cloud.
The first planned area combines SAP Sovereign Cloud On-Site with NTT-managed infrastructure and operations for geographies where strong local control is required.
The companies also intend to explore how governments, critical infrastructure operators, and highly regulated industries can adopt AI in a secure, responsible, and sovereign manner.
SAP and NTT announced on October 28 their intention to cooperate on SAP Sovereign Cloud and SAP Business AI. Sovereign cloud is the first planned area, and AI is a later one the companies intend to explore.
SAP contributes its applications, SAP Sovereign Cloud, and SAP Business AI, and NTT contributes its global infrastructure, integrated operations, and customer reach. The first offering combines SAP Sovereign Cloud On-Site, which runs SAP-managed cloud solutions in a customer-owned or customer-selected data center, with NTT-managed infrastructure and operations. SAP and NTT aim it at geographies where strong local control is required.
SAP Chief Financial Officer Dominik Asam said the companies want to give customers “a practical path to cloud and AI innovation while maintaining the control, governance and trust they require.” The cooperation is at the planning stage.
What the First Area of Cooperation Covers
SAP describes On-Site as its deployment offering for customers with stringent sovereignty, regulatory, and compliance requirements. Because the infrastructure sits in a data center the customer owns or selects, SAP says the arrangement gives organizations local physical control, data residency, and operational assurance. It also helps them address applicable local legal and regulatory requirements.
The companies cite NTT’s global reach and its experience operating secure infrastructure. They intend the combined offering to help governments, defense organizations, and critical infrastructure operators modernize mission-critical processes while keeping control of sensitive data and operations.
The AI work is at an earlier stage. SAP and NTT intend to explore opportunities to help governments, critical infrastructure operators, and highly regulated industries adopt AI in a secure, responsible, and sovereign way. NTT Chief Financial Officer Yutaka Sasaki said customers want practical ways to use AI on real business problems, and NTT aims to pair SAP’s business applications and AI capabilities with its knowledge of industry needs and mission-critical operations.
Where the Cooperation Fits in SAP’s Sovereignty Approach
SAP defines sovereignty across data, operational, technical, and legal dimensions, and On-Site is its option for customers that need local physical control of the environment. The planned offering pairs that option with NTT-managed infrastructure and operations.
The NTT arrangement touches the operational dimension of sovereignty, which SAP CEO Christian Klein describes as who runs and is accountable for systems. Klein has argued for “interoperable, partnership-based approaches governed by clear rules and accountability,” a position the NTT cooperation fits.
Buyers also have a public yardstick. The European Commission’s Cloud Sovereignty Framework, which it used to evaluate providers in its April 2026 sovereign cloud procurement, scores providers against 48 criteria. Organizations weighing sovereign options can use those criteria to compare offerings.
What This Means for SAPinsiders
SAP is pairing sovereign cloud with a partner. The planned offering combines SAP’s On-Site model with NTT-managed infrastructure and operations. Buyers weighing sovereign options from SAP can treat accountability across both companies as part of the assessment.
Sovereignty now comes as a range of deployment choices. SAP offers On-Site for customers with stringent sovereignty requirements, while organizations can keep other workloads in conventional cloud. Leaders can plan a portfolio of deployment models, with the NTT combination as a planned option at the high-control end.
Sovereign AI starts with the sovereign cloud deployment. SAP and NTT begin with the cloud offering and intend to explore AI on that foundation. Leaders planning AI for sensitive workloads can settle the infrastructure decision first, because the AI decisions will rest on it.
